MAJOR GENERAL RICHARD B. MOORHEAD
Commander, 38th Infantry Division
Major General Richard B. Moorhead assumed duties as the Commander, Headquarters 38th Infantry Division in Indianapolis, Indiana on November 1, 2005. Major General Moorhead began his career as a Commissioned Officer in the United States Army on July 18, 1975. He joined the Indiana Army National Guard as a First Lieutenant on October 12, 1979.
Prior to his current assignment he was the Commander of 76th Infantry Brigade (Separate) and served as the Commander, Coalition Joint Task Force Phoenix for the Afghanistan National Army Rotation III.
BRIGADIER GENERAL RICHARD S. MILLER
Assistant Division Commander Training 38th Infantry Division
Brigadier General Richard S. Miller assumed the duties as Deputy Commanding General Training, 38th Infantry Division on 11 July 2006. He is a career National Guardsman who has served at both the enlisted and officer levels.
Brigadier General Miller attended the Indiana Military Academy OCS program and graduated in 1982 as an Infantry Second Lieutenant. He has served as an Infantry Rifle platoon Leader, Infantry Company Commander and a Combat Support Company Commander. His Battalion Staff Positions included Battalion S-1, Battalion S-2, and Brigade Communications Officer followed by further assignments as Battalion S-3, Battalion Executive Officer, and Infantry Battalion Commander.
Brigadier General Miller served as Commander, Regional Command South, based in Kandahar, Afghanistan Task Force Phoenix. He commanded all Embedded Training Teams in Southern Afghanistan and was the Senior US Advisor for the 205th Corps of the Afghan National Army. He served in Afghanistan from August 2004 until mission completion in August of 2005.
BRIGADIER GENERAL JOSEPH L. CULVER
Assistant Division Commander Maneuver 38th Infantry Division
Brigadier General Joseph L. Culver assumed the duties as the Assistant Division Commander Maneuver, 38th Infantry Division on 1 January 2005 and also serves as the Deputy Adjutant General, Kentucky. He is a career National Guardsman who has served at both the enlisted and officer levels.
General Culver's accomplishments range from being the distinguished graduate at Officer Candidate School to Commanding at Battery, Battalion, and Brigade levels for more than eight years. He was mobilized for Operations Desert Shield/Desert Storm, Operation Enduring Freedom, and Hurricane Katrina Relief operations. His staff assignments include Battalion S-1, Battalion S-3, Battalion XO, Brigade Operations Officer, Brigade XO, and State J-1. Brigadier General Culver has served on national panels including the NGAUS Personnel Task Force and the Field Artillery Advisory Council.
